The image appears to be Saladin, a leader of Muslim forces, riding triumphantly over Washington, D.C., carrying an early version of the American flag (Betsy Ross Flag), presumably captured and embellished with an Islamic crescent and star, in one hand, and a sword piercing the flag in the other hand.
